Farah holds the British record for the event, set in March 2015 when he ran 59 minutes 32 seconds.
A month earlier, Hawkins recorded a time of 60 minutes at a Japanese race.
The 34-year-old Farah has turned his attention to road racing at the expense of track events, where he made his name.
Hawkins said he was looking forward to the competition:
"I've made no secret of the fact that I love testing myself against the very best athletes in the world and they don't come any better than Mo."
Farah is using the new event, to take place on 4 March 2018, as part of his training for April's London Marathon:
"It will be an ideal preparation race for me for the London Marathon six weeks later."
