During his 33 years in elite basketball Clark has coached various national sides, including the Great Britain women's side from 2006-2009.
He also acted as an interim CEO for Basketball England in 2015, and has been a member of their board since 2014.
Clark now wants to help develop the game in Britain and improve the athlete pathway from youth to senior national honours.
"I want to help create a professional environment that enables the best coaches and players to thrive as part of the GB programmes from u16 to the seniors," he said.
"We have players in the best leagues in the world, they are representing British basketball every day from Japan, through the US to Europe.
"We have demonstrated a clear pathway for our sport at an individual, club and Federation level.
"I feel I can provide a level of insight and experience that help develop that pathway in conjunction with all our partners."
Ian Curryer, interim chairman of British Basketball, hopes Clark's involvement in the academy at Barking Abbey School, will be of benefit in identifying future talent.
"Mark's appointment will embody a high-performance culture in the Great Britain squads," he said.
"With 25 per cent of the 2015 Great Britain Senior Men's Team and the 2016 Senior Women's Teams having attended Barking Abbey, Mark will be able to identify and articulate ‘what it takes to win' for our teams and provide strategic guidance to the British Basketball Federation Board."
