The German missed shots in each of her first two attempts, but still managed to beat France's Anais Chevalier by 3.8s.
Dahlmeier, just 23, already has two World Championship gold medals to her name, adding to the three she won as a junior, and now leads the overall World Cup by 11 points from Czech biathlete Gabriela Koukalova after 14 of 26 races.
The German, who has racked up 615 points, also leads the individual discipline standings with two wins from two, as France's Anais Bescond in second, six points back.
Italy's Alexia Runggaldier ensured there would be home representation on the podium as she finished third, 46s behind her German opponent.
Koukalova came in 24th, more than four minutes down on the German, allowing her rival to leapfrog her in the standings.
And Kaisa Makarainen, placed third in the overall standings, finished 15th in the race, 2:39 behind Dahlmeier as the German extended her points lead over the Finn to 21.
Racing continues in Italy with the men's 20km individual, on Friday, while the women are back in action in Sunday's 12.5km mass start.
