They were originally scheduled to fight on July 9 before an ankle injury forced Fury's withdrawal and Fury has again been struck by injury.
"Tyson has this week been declared medically unfit to fight," Fury's promoters Hennessy Sports said in a brief statement on Friday.
"Medical specialists have advised that the condition is too severe to allow him to participate in the rematch and that he will require treatment before going back into the ring."
Fury won the pair's first bout on points in Germany in November and the man who dubs himself "The Gypsy King" remains undefeated during his career.
Their re-arranged rematch was scheduled to take place in Manchester on October 29, 11 months after their original bout in Germany.
"Tyson will now immediately undergo the treatment he needs to make a full recovery." the BBC reported Hennessey Sports as saying.
"We and Tyson wish to express our sincerest apologies to all those concerned with the event and all the boxing fans who had been looking forward to the rematch. Tyson is understandably devastated by the development.
"We will be making a further statement in due course."
