The action was halted after long-time race leader Dan Linfoot's Honda expired, leaving oil on the track on lap 15 or 18.
It has been a dominant display in the wet by the luckless Linfoot, who also won in torrential conditions last weekend at Silverstone.

Haslam inherited the victory after holding off a charging John Hopkins, with Josh Brookes rounding out the podium.
The Kawasaki man moves to 551 points, 12 ahead of Shane Byrne who had to settle for a disappointing ninth place.
Jake Dixon, who started from the back following a crash in the warm-up, battled back to fourth to stay in the championship mix.
