The forthcoming competition from November 4-6 will represent the first time the Great Britain Cycling team has lined up on home soil against the rest of the world sine the Rio 2016 Olympic Games.
It promises to be a strong competition with Dutch rider Kirsten Wild and Belgium's Lotte Kopecky set to provide plenty of competition for home favourite Katie Archibald.
The Scot is riding high on confidence following Olympic team pursuit gold in Rio as well as double gold and silver at last week's European Championships in Paris.
She is joined by a number of fellow European medal-winning teammates while world individual pursuit bronze medallist Andy Tennant makes a welcome return to the Great Britain squad.
And Dyer was also keen to stress the importance of the competition for a number of the younger members in the squad, including Ryan Owens, Joe Truman and Jack Carlin – European senior silver medallists and current under-23 team sprint champions.
"We've got a reason to feel optimistic heading into the World Cup, after the very strong performances from some of our younger riders," Dyer told British Cycling.
"More than anything else it will be a good development opportunity for them all.
"In the next four years we will hear more and more from these young guys as they mature and develop through the programme and by the time we get to Tokyo they could be household names.
"The Great Britain Cycling Team's track squad is fortunate to be able to compete at major events on home soil on a fairly regular basis and it's something which we're all very grateful for.
"It is always an enjoyable experience and I know this team of young riders are looking forward to racing with the support of a home crowd behind them."
