America's Chen beat compatriot Adam Rippon to the title, but only after his teammate had won the free skate.
Rippon recorded a score of 177.41, with Chen on 171.76 in second and Russia's Sergei Voronov registering 169.98 in third.
That meant Chen finished on a total of 275.88, with Rippon second on 266.45 and Voronov nearly another ten points further back.
And their points were enough to mean all three qualify for the ISU Grand Prix of Skating Final.
Meanwhile, in the pairs event, Massot and Savchenko topped the free skate standings to secure the overall win from Xiaoyu Yu and Hao Zhang.
And Canada's Meagan Duhamel and Eric Radford finished third overall, mirroring the top three in the free skate.
World silver medallists Savchenko and Massot were a cut above their opposition, winning the free skate by more than five points to jump from third to first in the standings.
The Chinese duo registered their second runner-up spot of the weekend, while Duhamel and Radford could not replicate their short programme form in the free skate, dropping from first to third overall.
Despite that, they still qualify for the season-ending ISU Grand Prix of Skating Final, as do their fellow medallists.
The day's other events say Maia and Alex Shibutani top the ice dance standings at the half way stage, having won the short dance ahead of Anna Cappellini and Luca Lanotte.
While in the ladies event it's a Japanese one-two at the top of the leaderboard after their short programme, with Satoko Miyahara leading the way ahead of Kaori Sakamoto.
Both the ice dance and ladies' competitions conclude on Sunday night with the free programmes.
