The 30-year-old striker will serve a two-match suspension after an independent regulatory commission hearing found he had committed a clear act of simulation in winning a penalty for Carlisle against Wycombe in the Sky Bet League Two game on Tuesday.
The Football Association implemented a new offence of 'successful deception of a match official' at the start of this season.
"Carlisle United's Shaun Miller will serve a two-match suspension with immediate effect, becoming the first player to be punished for the new FA charge of successful deception of a match official," said a statement on the FA's website.
Miller denied the charge, which related to an incident in the 35th minute of the game, where he tumbled under a challenge from Daniel Scarr, with Jamie Devitt netting the resulting penalty.
That put Carlisle 2-0 up but Wycombe battled back to claim a 3-3 draw at Brunton Park.
This was the first example of a player being charged under the new rules, with the incident reviewed by a panel of one former official, one former manager and one former player.
All three have to agree it was simulation for a charge to be issued.
Speaking after the game, Wycombe boss Gareth Ainsworth said: "I will take a look at it on the video. My centre half is adamant he did not touch anyone. Maybe it was a bit of justice and a great result to take away."
Miller will miss Saturday's home clash with Notts County and the following weekend's trip to Chesterfield.
