Toure, 33, who is not currently injured, did not travel with the team to Romania for their Tuesday night Champion’s League first-leg qualifier.
Toure was also out of the squad for City’s first game of the season against Sunderland on Saturday.
In what is being described as new manager Pep Guardiola’s “revolution”, the future of Toure is now the subject of intense speculation.
However, speaking after the Sunderland game, the former Bayern Munich manager said he expected a positive reaction from those players like Wilfried Bony and Samir Nasri who have been excluded.

“I have no doubts about that [the players reacting well],” he said. “I know Yaya from Barcelona, how he loves to play football. I know perfectly his quality, he knows the reason why today he was not on the list, because I speak with the players to say the reason why, and I know they’re so professional."
Guardiola added on his decision: “So now because we win maybe I’m a little bit right, if we draw or lose maybe it's a mistake, so I know how this is. But its not a personal problem about any player.”
Toure played for Barcelona between 2007-10, when he joined City after being let go by the club. During Guardiola’s first season as manager, Sergio Busquets was favoured in the defensive midfield position over Toure.
Speaking of his relationship with Guardiola, Toure has previously alluded to bad blood between the two, saying in a radio interview: “Whenever I asked him something, he always gave strange answers," Toure told ONA FM. "He pretty much ignored me until City's offer came in. That's why I eventually opted to leave. I didn't speak to Guardiola for a year.

"If he had talked to me, I would have stayed at Barcelona. I did not want to go and wanted to end my career at Barcelona. However, he had no faith in me."
Toure made a total of 32 Premier League and 17 Champions League appearances for City last season.
