Defender Jackson arrives on a month's loan from near-neighbours Middlesbrough, while midfielder Gray joins from Crystal Palace on a similar deal.
Scott Harrison has served a one-match suspension and should come straight back into the heart of defence and Jason Banton has been given permission to feature by Wycombe, but fellow loanees Luke Hendrie (ankle) and Magnus Okuonghae (foot) are likely to miss out.
Harry Worley faces a lengthy spell on the sidelines as he requires ankle surgery and fellow defender Carl Magnay serves the final game of his six-match ban.
Cheltenham will be without Amari Morgan-Smith with an ankle problem that is likely to sideline him for at least three weeks.
The 26-year-old forward underwent scans on the injury this week with the club hopeful that he will avoid the need for an operation.
Billy Waters is in line to take Morgan-Smith's place in a Robins line-up that has been largely settled under manager Gary Johnson.
Cheltenham sit second in the National League table and are on an unbeaten run of eight games in all competitions.
