Ronaldo, 30, has made a promising start at AC Milan after his 7.5 million euros move from Real Madrid, but even that hasn't persuaded Dunga to call up the 2002 Golden Boot winner.
Dunga told reporters: "We are watching and observing him and as soon as his performances interest us and he is near to his best he will be selected."
As for the former World Player of the Year, Dunga wants Ronaldinho to play as he did in the early days of his career, which saw the two men line-up against each other in the bitter rivalry between Internacional and Gremio.
Dunga continued: "I would like to see Ronaldinho as he was with Gremio.
"I prefer him to float around and get lots of touches of the ball, rather than just staying on one side of the field, which is a characteristic he has acquired at Barcelona.
"I don't believe he doesn't want to play for the national team.
"That's not something I'm taking into consideration."
While the squad also included Ronaldo's team-mate Kaka, Robinho, Diego, Elano and Gilberto Silva there was no place for Milan striker Adriano - who has only been picked once by Dunga - and Sao Paulo's Ilsinho could win his first cap.
Brazil have played six matches under Dunga and suffered the first defeat under his management to Portugal, at the Emirates Stadium last month.
They thrashed Chile 5-0 in the World Cup qualifier in September 2005 and also beat Ghana 3-0 in the second round of last year's World Cup.
