The Chelsea striker, who is on loan at Swansea for the season, will make his debut alongside Jordan Pickford in goal, who takes the No 1 shirt after Jack Butland pulled out with a broken finger, and Ruben Loftus-Cheek.
Manager Gareth Southgate has already named Eric Dier as captain, in a team that also includes Jake Livermore and Harry Maguire.
Butland joins Raheem Sterling, Jordan Henderson, Fabian Delph, Harry Kane, Harry Winks and Dele Alli on the sidelines for the match against Germany and the following game with Brazil on Tuesday.
Germany, meanwhile, have handed a debut to Marcel Halstenberg in what is a strong line-up, including Manchester City's Leroy Sane, and Arsenal's Mesut Ozil.
England: Pickford; Jones, Stones, Maguire; Trippier, Livermore, Loftus-Cheek, Dier, Rose; Vardy, Abraham
Germany: Ter Stegen; Ginter, Hummels (C), Rüdiger; Kimmich, Gündogan, Özil, Halstenberg; Draxler, Werner, Sané
