The 30-year-old forward has signed a three-year deal.
The Spaniard started brightly at the Etihad with three goals in his first three matches, but he soon tumbled down the pecking order under boss Pep Guardiola. He failed to start a Premier League game in 2017.
Sevilla, who finished fourth in La Liga last season, were in the market for a new frontman after selling Vitolo to Atletico Madrid for 36 million euros (£31.5m) last week.
Nolito had previously issued a come-and-get-me plea to Spanish clubs when speaking to reporters in May.

"I'm crazy to return to Spain, I'd like to leave Manchester City whether it's on loan or permanently, whichever way possible," he said.
“Up until December I was playing and was happy, but after those four months I've hardly played. It's been a year to forget, an experience that hasn't turned out as I'd planned, but hopefully this summer we'll find a solution.”
In a separate interview, Nolito blamed his struggles to learn English and the weather in Manchester for his desire to return to Spain:
I've learnt very, very little English. It's very hard. Just 'tomorrow', 'good morning', 'good afternoon' and a little more," he had said. "My daughter's face has changed colour – it looks like she's been living in a cave.
