The 31-year-old began his career at Sevilla before moving to Manchester City for a deal worth an estimated £14.9 million back in 2013.
Navas has signed a four-year deal at the club.
However, the Spain international fell down the pecking order at the Etihad, and was released at the end of the season.
Navas leaves after four years at the club, with the winger winning the Premier League at City in 2013-14, as well as two League Cups in 2014 and 2016.
The 31-year-old winger made 77 league starts for the club - scoring on four occasions.
Sevilla, who finished fourth in La Liga last season, have already signed another City player this summer – Spanish forward Nolito.
