Although the Brazilian completed his world record transfer last week he was unable to play against Amiens because the payment from PSG to Barcelona had not cleared.
However a club source told AFP that "The cheque has cleared and therefore puts in motion the process of the transfer."
Later the FFF confirmed that the transfer had officially been completed with receipt of the certificate from the Royal Spanish Football Federation (RFEF).
That means that Neymar will now be free to make his debut with PSG facing Guingamp on Sunday.
PSG got off to the perfect start to the Ligue 1 season last week by beating newly promoted Amiens 2-0.
However the coverage will ramp ahead of the game against Guingamp, with all eyes set to firmly be on the new most expensive player in the world.
It is good news for PSG as reports suggest that they are closing in on the signing of Kylian Mbappe.
