Chadli joined Spurs from FC Twente for a fee of £7m in July 2013 and scored 15 goals in 88 Premier League appearances for the club.
However, he only started 10 times last season for Mauricio Pochettino's side, with Spurs linked with an interest in Crystal Palace winger Wilfried Zaha.
Albion's previous record transfer was the £12m they spent on Zenit St Petersburg's Salomon Rondon last summer.
West Brom are the 11th Premier League club to break their transfer record this summer, with Southampton earlier announcing the capture of Sofiane Boufal from Lille for £16m.
Chadli's record may only last a matter of days, though.
West Brom are also close to signing Ignacio Camacho from Malaga having matched the midfielder's £15m release clause.
Malaga president Abdullah N AL Thani said on Twitter: "The truth. Camacho. He asked me to leave and I respected his decision.
"So far, this issue has not been decided and the decision in the hands of the player and we do not have the time.
"There is no time of signing with another player. The delay is not in the interest of our team. We also ask for respect."
