Ayew, 26, joined Swansea from Marseille on a free transfer last summer and top scored for the Welsh club with 12 goals.
Gold announced on Twitter that the deal for the Ghana international had been completed.
Manager Slaven Bilic said recently: "We are trying to get quality players but we have marquee players. Feghouli is a marquee player, Tore is a marquee player.
"Andre Ayew is a big time marquee player. It doesn’t have to be someone for 70 or 80 million, we can’t afford it. But we are close to signing a couple of them; if those two players come then I’m quite happy with my squad.”
Ayew scored 44 goals in 159 league games in France before moving to Swansea from Marseille.
"I am very proud and happy to be at this magnificent club," he said. "I am happy to be playing for these fans and I hope to make the people very happy here.
The club have a lot of ambition and have a great manager. They want to become a bigger club every year and with the new stadium and a new training ground, you can feel they are moving onto another level and I want to be part of this project.
"I want to train hard, do my job and show that I deserve to play for West Ham United. I want to give back to the manager and the fans the confidence they are showing me.”
