Ozil has been missing since the Champions League defeat to Bayern Munich and has been suffering from illness and injury.
He starts behind Danny Welbeck with Theo Walcott and Alexis Sanchez on the wings. Coquelin partners Granit Xhaka in midfield whilst David Ospina replaces the injured Petr Cech.
The club have confirmed that both Alex Oxlade-Chamberlain and Aaron Ramsey miss out through injury.
City name an attacking line-up with Raheem Sterling, David Silva, Kevin De Bruyne, Leroy Sane and Jesus Navas all playing behind Sergio Aguero.
This means Fernandinho drops to right-back with former Gunner Gael Clichy at left-back and Willy Caballero continuing in goal.
Teams:
Arsenal - Ospina; Bellerin, Mustafi. Koscielny, Monreal; Xhaka, Coquelin; Walcott, Özil, Sanchez; Welbeck.
Manchester City - Caballero; Fernandinho, Stones, Otamendi, Clichy; Navas, De Bruyne, Silva, Sané; Sterling; Agüero.
