According to a report by the Mail Online, City have agreed to pay a £60 million fee for the Portugal international.
Silva was said to have been spotted at Manchester Airport on Thursday night ahead of a medical which is due to take place on Friday.
The 22-year-old scored eight Ligue One goals this season as well as claiming another nine assists, catching the attention of several clubs. He is one of a number of Monaco players to do so this season, including much-hyped youngster Kylian Mbappe.
The reports follow the news yesterday that manager Pep Guardiola had begun his much-anticipated summer clear-out, releasing Gael Clichy, WIlly Caballero, Jesus Navas and Bacary Sagna.
The future of Yaya Toure, whose contract expires this summer, remains as yet undecided.
