Silva shone with Monaco during their impressive Champions League campaign, which included knocking City out at the quarter-final stage.
Whilst he had been linked with a move to the Premier League for some time it wasn't until Friday when reports broke that a deal was nearing completion and he as having a medical.
On Friday evening City confirmed the deal without releasing details on either the contract length or the transfer fee.
However it is reported that the fee will be £43 million.
Silva will take the No.20 shirt and he is the first major piece of incoming business made by City.
It comes after Willy Caballero, Pablo Zabaleta, Gael Clichy, Bacary Sagna and Jesus Navas were all released by the club.
Speaking to the club's website Silva said:
“It feels great. To be honest I’m now at one of the best teams in the world. To be part of this club and to have this opportunity is great.
"I’m very happy to be part of Manchester City’s team and I look forward to trying to do my best to help the team reach their goals.
“If not the best coach in the world, he is one of the best.
"Of course when you have the opportunity of being trained by Guardiola, you don’t say no.
"As we all know, what he did in Barcelona and Bayern Munich was amazing and we expect also here that he will win titles. It’s great to be working with him and to have this opportunity.
