A melee broke out between the two teams during the Premier League clash at the London Stadium on Saturday, as the home side were pressing to go level with their visitors who were 3-2 up having squandered a three goal lead.
The stand-off, in which referee Michael Oliver cautioned five players, came after a foul by West Ham's Andy Carroll.
Carroll, Winston Reid and Andre Ayew were all shown yellow cards, while Eric Dier and Fernando Llorente were booked for Spurs.
The FA charged both teams for failing to "ensure their players conducted themselves in an orderly fashion."
In a statement on Thursday afternoon the governing body said: "West Ham United and Tottenham Hotspur have each been fined £20,000 after they admitted an FA misconduct charge and accepted the standard penalty.
"It was alleged that in or around the 95th minute of their fixture on Saturday [23 September 2017], both clubs failed to ensure their players conducted themselves in an orderly fashion."
