The new Premiership club have seen their £7 million offer refused by West Brom, who are determined to keep their leading players despite not winning promotion to England's top flight next season.
The Baggies had previously turned down a £3m bid from City for Kamara, and a subsequent £5m offer for the pair.
Fulham have also made a double bid for an undisclosed amount and two of their players, but West Brom are sticking to their guns.
Baggies chairman Jeremy Peace is confident the club is no dire need to sell, but would consider it.
He said: "We are in the last year of parachute payments from the Premiership and our aim for the next season has to be promotion - it is the same aspiration as last season but it is not the last fling of the dice.
"We have effectively got two years to get out of the Championship because we have got value in the squad and, if we were to sell players, it would effectively give us an extra year beyond this season's parachute payments."
