Former Arsenal and Manchester City goalkeeper, Taylor, joins Southampton from Leeds United and will provide back-up to Fraser Forster and Alex McCarthy, the club said on its website.
Speaking to the club's website, Taylor, 35, said: "It's fantastic to be here. When I got a call from him [Saints goalkeeping coach, Dave Watson] asking to come down, I was over the moon."
The club's executive director Les Reed said of the signing: "Harry Lewis has now joined the first-team training group to continue his development, while Paulo is gaining valuable first-team game time out on loan in Spain.
"With Kelvin [Davis] retiring earlier this summer, and with so many games this season, Stuart’s arrival will provide us with added depth.
"With Stuart joining and Kelvin continuing to contribute to the squad and young player development through his experience in his new role means our goalkeeping department is in extremely good shape.”
Meanwhile, right-back Cedric signed a new four-year deal with the club, committing him to the Saints until 2020.
Cedric said: "I’m really happy. The club has given me more confidence and they show me that they also trust in my football. I am really happy to be part of this club and be part of this family as well.”
Cedric, who made four appearances during Euro 2016 for title-winners, Portugal, joined Southampton in 2015 and has impressed new manager Claude Puel.
Puel said: It’s good news for the club, for Cédric and for all the team. He is an international player, he has won EURO 2016 with Portugal and it's important for the club to keep players of his calibre.
"I’m happy for him and for us to keep Cédric with this team. He is a good player, important, a technical player and I am sure he will do many good things this season.”
So far this summer, Southampton have said goodbye to Sadio Mane, Victor Wanyama who left for Liverpool and Tottenham, as well as Graziano Pelle and Gaston Ramirez. Pierre-Emile Hojbjerg, Alex McCarthy and Nathan Redmond have joined the club.
