The 28-year-old has penned a two-and-a-half year deal, with an option for a third, and becomes Paul Clement’s second signing as Swansea manager.
The Swan have moved quickly to fill the void left by Neil Taylor, who has had surgery after fracturing his cheekbone in training last week.
And later on Tuesday, Olsson was joined by England under-21 international Carroll, who signed a three-and-a-half year deal.
The midfielder made 56 appearances after coming through the ranks at Spurs, but spent the 2014-15 season on loan at the Liberty Stadium and has now moved to the Welsh club on a permanent basis.
Swansea had already acquired PSV winger Luciano Narsingh this transfer window in their bid to avid relegation.
Currently sitting bottom of the table, Swansea are just one point behind 17th-placed Crystal Palace.
