Funded by the National Lottery through UK Sport, selection for the World Class Performance Programme is based upon a number of criteria, including athletes' potential to medal at future Olympic and Paralympic Games.
Conway won -70kg bronze at Rio 2016 having clinched the same colour at the Commonwealth Games in Glasgow two years previously.
She is joined on the programme by Amy Livesey, Natalie Powell and Nekoda Smythe-Davis, with the latter two having won bronze at the World Championships earlier this year.
In addition, 20 athletes have been named on the Podium Potential Programmes for both Olympic and Paralympic judo.
"Following on from Rio, the first year in the Tokyo cycle has been extremely positive with significant performances and results at milestone targeted events," said Nigel Donohue, British Judo performance director.
"I'd like to thank the British Judo community for their continued support of the athletes and the programme.
"2018 will be a stronger year and I have every confidence in the athletes and the programme that we will continue to build on this year's success as we prepare for Tokyo 2020."
