Reed, who returned to his career with the Royal Navy after clinching his third gold medal in the men's eight at Rio 2016, has returned to full-time training with the GB Rowing Team this week after taking an extended break to decide on his future.
Renowned for his phenomenal lung capacity, the 35-year-old joined the GB squad in 2004, and was a member of the men's four that won multiple World titles before winning gold at Beijing 2008.
Alongside Andrew Triggs Hodge, Alex Gregory and Tom James, he retained his Olympic title on 'Super Saturday' at London 2012, before adding a third in the men's eight four years later.
"I have taken my time but still have the passion for the sport," he said.
"I obviously want to see how it goes rather than making grand statements about gunning for a fourth gold in Tokyo.
"The GB Rowing Team has a hugely dedicated and strong men's squad and I know that, as usual, I will have to battle every stroke of the way to win a place in a significant boat."
