Otto, who currently plays for second-tier side Jersey, was banned last December.
But in August he was caught driving - not once, but twice in the space of 24 hours, according to a BBC report.
The former Bristol player - who has 12 caps for his country - was suspended by his club after his arrest last month, and will now never play for them again.
"Fautua Otto's conduct has fallen well short of the standards that we expect from our players," said Jersey chairman Bill Dempsey.
"An internal disciplinary process has resulted in a finding of gross misconduct, and this has led to a decision that Fautua's contract will be terminated."
