South African rugby is embroiled in a row over selection after its national governing body went over the head of the selectors to include Stormers flanker Luke Watson in a training camp.
Head coach Jake White and his associates picked a 45-man squad for the training camp in Bloemfontein this week, but overlooked Watson.
South Africa Rugby Union president Oregan Hoskins told a radio station: "We put [Watson] in the squad: he deserves a chance.
"He was, after all, the Super 14 Player of the Year in 2006. They left us no option.
"[However] this is an exception, not the rule."
Peter Jooste, convenor of the selectors, told The Star newspaper that they were smarting from the move.
"I am not happy about the situation because they've undermined us," he said. "We've been working towards the World Cup for three years now and have always worked around a core group of players.
"We have never discriminated against any player.
"We have grappled with how to fit certain players into our plans. Luke was not a part of them."
