The 21-year-old was fastest over both runs in front of her home fans to finish with a combined time of 1:57.17.
That was enough to edge out reigning World champion Hermann by 0.44 seconds with Janine Flock completing the podium for Austria in third, 0.54 seconds back.
The nearest challenger for the medals – Anna Fernstaedt of Germany – was nearly half a second slower with Olympic champion Lizzy Yarnold finishing ninth, three places below British teammate Laura Deas.
It proved to be a costly day for Yarnold with her ninth place finish seeing her lose the World Cup leaders bib and dropping down to fourth overall, with Loelling taking the lead for the first time this season on 225, 25 points clear of Flock.
