After skipping the first meet of the campaign in Wisla a week ago, the Slovenian soared to the win in Finland, amassing 301.4 points to take top spot on the podium.
His first effort of 140m was enough to give him the early advantage, earning him 148.2 points, before a second attempt of 142m and 153.2 points sealed the gold medal.
Norway's Johann Andre Forfang took the silver with a combined score of 298.6 - an improvement on his 18th place finish last week.
Andreas Wellinger, of Germany, secured the final step on the podium with his score of 293, narrowly edging out Daniel Andre Tande into fourth.
After winning in Wisla, Junshiro Kobayashi's tenth place in Ruka was enough to keep him atop the World Cup standings after two events, with Damjan and Tande in second and third respectively.
