Stoch had fallen after landing in the trial round, but withstood shoulder problems to finish fourth, meaning he now trails Tande by just 1.7 points.
In a Norwegian one-two on the top of the podium, Tande took gold with a score of 125.7 points, having hit 128.5m with his first jump.
Fellow countryman Robert Johansson finished second on 123.1 points despite recording the longest jump of the day of 133m, with Russia's Evgeniy Klimov finishing third on 119.1 points.
Poor weather conditions and a lack of daylight saw the the final round cancelled, and the results of the first made official.
With Tande and Stoch occupying the top two positions in the overall standings, Austria's Stefan Kraft took third on 693.7 points heading into the final stage of the Tour in Bischofshofen.
"This was a really tough day for the jury, the conditions were extremely difficult," said Tande.
"I made the best out of my jump and of course I was also lucky with the conditions.
"On a day like today you can't win without the luck. I was hoping for a second round with equal conditions for all the jumpers, but ski jumping is an outdoor sport so you have to live with what you get, you can't choose the conditions you want."
