The Japanese ski jumper soared to distances of 131 and 129 metres to accrue 283.4 points in total.
That was enough for her to take the win by over 20 points from Russia's Irina Avvakumova, who finished with 260.5 for her first World Cup podium this season while Takanashi's teammate Yuki Ito was third on 259.7.
Takanashi said: "I am very happy with my jumps today. The conditions have been quite difficult but I've tried to stay in the right position.
"One of my main goals for this season was the right approach at the take-off and it worked very well today."
Takanashi extends her lead in the overall World Cup standings, moving onto 460 points, with Ito second on 302 and Austria's Olympic silver medallist Daniela Iraschko-Stolz third on 272 after finishing a distant 12th on Saturday.
