Peaty, who previously trained at the City of Derby club with coach Mel Marshall, received the award at Loughborough University – his new training base.
The 22-year-old dominated the 100m breaststroke event at Rio 2016, setting two world records on his way to winning Team GB's first gold medal of the Games.
His final time of 57.13s was more than 1.5s faster than his closest rival, South Africa's Cameron van der Burgh, 0.42s faster than his world record time from his heat, and 0.79s faster than his previous world record, set in London, in April 2015.
The winning margin led to him winning the FINA award, and he was delighted to finally be presented with it.
"It's a massive honour to receive my award and certificates," Peaty told British Swimming. "It's a really prestigious award and I can't thank FINA enough for giving it to me. I'm really proud to have my certificates of my world records too.
"It's great that this was done in my new training base. I have used the facilities at the University for a while but to officially be part of the team at the National Centre is great. We have a strong set up and I am excited about the future."
Peaty still works with Marshall and Spice, who presented the three-time long-course world champion with his award, thinks the move to Loughborough will give him another boost.
"What Adam achieved in 2016 was phenomenal and I'm pleased to give him these accolades in recognition of his year," he said.
"To see the intensive training taking place at our National Centre shows me that we are all back to working hard ahead of a new season and that no one is being complacent.
"It's no surprise to me that Adam is leading the way and having him at Loughborough on a daily basis will inspire those around him. We are already looking forward to what 2017 has in store for us."
