The former British number one, who lost to Vitas Gerulaitis in five sets in the 1977 Australian Open final, was part of the last British team to compete in a Davis Cup final, against the United States in 1978.
He replaces Jeremy Bates, who resigned after last month's Europe/Africa Zone defeat by Israel that has left Britain facing a relegation tie against Ukraine in Odessa in September.
"This is a proud moment for me," Lloyd said.
"It was an honour to play Davis Cup and an even greater honour to captain the team of your country."
