Great Britain already had one foot in the promotion play-offs after Heather Watson thrashed Turkey's Ipek Soylu 6-0 6-1 in Tallinn.
Watson needed only 64 minutes to see off Soylu, ranked 163rd in the world, as Britain maintained their bid to finish top of Pool C in Euro/Africa Zone Group I.
British number one Johanna Konta sealed a 5-7 6-4 6-3 victory in the three-rubber tie over Turkey's world number 86 Cagla Buyukakcay later on Friday.
GB are through to Saturday's play-off match against second seeds Croatia as they bid for promotion to a World Group II play-off in April.
Watson, ranked 72nd in the world, looked on course for a whitewash when she led 6-0 5-0 and although Soylu did finally get on the board, it proved little more than a consolation.
"Today I just felt I was pretty flawless," Watson told British Tennis.
"I felt really good out there today, a lot of energy, I thought my focus - I was fully engaged in every single point.
"Whether I was down 30-0 or 40-0 in a game, I was coming up with really good tennis to come back. I think she felt that pressure a lot.
"The score was 6-0 6-1 but it felt a lot closer than that in the games. She's a good player."
Jocelyn Rae and Laura Robson completed a 6-2 6-2 victory over Ayla Aksu and Pemra Ozgen in under an hour to main GB's unbeaten record in the competition.
