Top seed Lopez, 34, lost out to Richard Gasquet in the 2006 final but came through against Dutchman Haase in 77 minutes to win his fifth ATP World Tour title.
"It's an amazing feeling, I've been waiting 10 years to win this title," the Spaniard was quoted as saying on atpworldtour.com.
"It's been a long wait since 2006, but it's been worth it. This is a very special tournament, with a lot of tradition, where a lot of Spaniards have won in the past. It's a unique place to play."
The world number 21, who clinched his first ATP World Tour trophy since winning at Eastbourne in 2014, broke Haase in the fifth game and went on to take the opening set in 33 minutes.
Lopez then fought back from 3-0 down in the second set and broke Haase again at 5-5 before serving out for the match.
World number 95 Haase, 29, also lost in the Swiss Open final three years ago, beaten by Mikhail Youzhny.
