In a group featuring legendary Marcel Hirscher and Norway's Henrik Kristoffersen, the young Frenchman won by just 0.08 seconds on a dramatic day in Switzerland.
Austrian Manuel Feller and compatriot Hirscher finished second and third respectively on a day when a run of six consecutive World Cup wins for the Austrians was brought to an end.
Kristoffersen just missed out on a podium place as he claimed fourth.
Noel, 21, jumps to fourth in the Slalom World Cup standings on 301 points, with Hirscher, who has four victories in the discipline this season, leading the way with 496.
