Austrian anchor Julian Eberhard pulled away from a tiring Johannes Thingnes Boe in the last loop to take second place with seven spares, 2.5 seconds behind France.
Norway finished third, with a single penalty and 11 spare rounds.
Ukraine finished fourth, 10.8 seconds back while Russia were fifth, 16.1 seconds off the leaders with Italy completing the top six.
Some sharp shooting by Japan and Ukraine had given them the early lead with the latter leading the top five teams, all within ten seconds.
The second leg saw Canada’s Christian Gow in the lead but the speedy Norwegian Boe quickly closed the gap to take the front before the standing stage.
He rushed through the five targets with just a single spare, tagging Marte Olsbu four seconds ahead of Japan and eight seconds ahead of the Canadians.
But Olsbu fell apart in the prone stage, picking up a penalty as Chevalier and Austrian Lisa Theresa Hauser moved into first and second.
Chevalier tagged Guigonnat with a 4.5 second lead over Ukraine at the exchange, with Japan in third while Johannes took over 29 seconds back in eighth position.
But Guigonnat went hit five from five to lead, while Johannes, with a single spare left the stadium just ten seconds from the front and the French leader held his spot for the win.
