The 40-year-old Filipino multiple world champion was quicker and more accurate as he controlled each round and cruised to the triumph over Broner, 29, who fought gamely and stayed upright despite being hit with several heavy combinations.
Retired great Floyd Mayweather attended the fight, fuelling speculation of a rematch against Pacquiao. Undefeated Mayweather beat Pacquiao in 2015.
In his 70th professional bout, Pacquiao withstood a late onslaught from Broner, but the American struggled to use his reach as the judges scored it 117-111, 116-112, 116-112 all in favour of the Filipino at Las Vegas' sell-out MGM Grand.

Talk will inevitable grow over a rematch between the Pac-Man and Mayweather, who was expressionless whenever the cameras at the arena panned on him ringside.
Pacquaio said after the victory: "I feel so happy because I did my best in the fight and in training. Our strategy we user a lot and we did a lot in the training camp for this victory.
I am so happy because God gave me good health and at the age of 40 I can still give my best. I want to be aggressive more but my coach told me I just wait to counter him.
"I don't believe my career is over. I prove it. Manny Pacquaio's journey still continues. I want to push more but my trainer said just take time and wait for him so I could counter.
When asked about a potential Mayweather rematch, he added: "Tell him to come back to the ring and we will fight! I am willing to fight again if he is willing to come back in boxing."
