Liam Dawson has been included, with the Hampshire left-arm spinner replacing Joe Denly, while James Vince takes the place of Alex Hales in the preliminary squad following his suspension for recreational drug use.
Archer's rise to prominence comes after only making his debut against Ireland last month, going on to star in England's ODI series win over Pakistan, in which the paceman played in two of the five-match series, which England won 4-0.

All-rounder Dawson has been rewarded for his excellent county form, in which he avergaed 45 with the bat in Hampshire's route to the Royal London One-Day Cup final and taken 18 wickets.
England begin their campaign against South Africa on May 30, finishing the group stage against Ireland on July 24. The squad will report for duty at The Ageas Bowl in Southampton on Friday.
England National Selector Ed Smith said: "We had more players that we wanted to fit into the squad than we were allowed to. It was a very tough call.
"David Willey has had a really good run with the One Day side, but someone had to miss out. It was extremely difficult to leave one out. The new ball area is strong at the moment, and David was extremely unfortunate to miss out."

On Archer's inclusion, Smith added: "We've seen the skills and the qualities he has and we've seen how the team have performed with him in the side, so it's clear he brings different things to the squad, and it's obvious why we've selected him.
He's an outstanding talent, with great athleticism, he has pace, has bounce, and skill with the bat. He's made a very good start to his England career, and long may that continue.
The following 15-man squad for the Cricket World Cup, which will be held in England and Wales from May 30 to July 14:
Squad: Eoin Morgan (captain), Moeen Ali, Jofra Archer, Jonny Bairstow, Jos Buttler (wicketkeeper), Tom Curran, Liam Dawson, Liam Plunkett, Adil Rashid, Joe Root, Jason Roy, Ben Stokes, James Vince, Chris Woakes, Mark Wood.
