In a race that saw less than four seconds separating first and eighth place, Sundby stopped the clock in 40:40.0 to edge out the Russian by 2.2 seconds.
Ustiugov had won the opening five stages but had to settle for second with Finland's Matti Heikkinen taking third just four tenths of a second later.
Eighth-place Alexander Bessmertnykh of Russia finished just 3.9 seconds back from winner Sundby.
Victory sees Norwegian Sundby narrow the gap on Ustiugov in the overall standings to 1:11.9 with just one stage of the competition remaining on Sunday.
A seventh-place finish in Italy for Dario Cologna was beneficial however, as he maintained third overall, with Heikkinen leapfrogging Alex Harvey and Maurice Manificat into fourth.
