Norway were brushed aside 8-7 - a pick up of three in the sixth end proving decisive - as Moat finished with a 91 percent shot success.
Elsewhere, there were wins for Sweden, Germany, Italy and Finland in the opening session of matches in Estonia.
Eve Muirhead starts her campaign with a new-look rink against Denmark, with Jennifer Dodds and Victoria Chalmers joining Lauren Gray from the 2014 Olympic bronze medallist's PyeongChang team.
Muirhead spent much of the summer battling injury, taking time out from curling to work as a golf broadcaster at The Open.
This is the fifth combination of players since Team Muirhead started, when she made her Olympic debut as a teenager at the 2010 Games in Vancouver.
"I'm not putting big expectations on the team for the Europeans but the next medal I win, whenever that comes, will definitely feel like one of the best," she said.
"I've stripped it right back and made some major technique changes. That adds to the feeling of a new beginning.
"I want to keep the run of eight medals in a row at Europeans going but I know how lucky I am to even be stepping on the ice."
