BMC Racing rider Kung was handed an early start in the time trial after finishing towards the back of the peleton on Monday's opening stage.
He was out in the best of the conditions to set a time of 10:58secs in Voorburg, a time that held up for the rest of the competition amid heavy rain and crashes on various corners including former time trial world champion Tony Martin hitting the deck.
