Fernando Gaviria and Andre Greiepl were both demoted to the back of the peloton after clashing in the sprint finish at the end of Stage 8 of the Tour de France.
The pair originally finished second and third in the stage to Dylan Groenewegen, but after investigation both were demoted for dangerous riding.
Greipel appeared to move from his line and force Gaviria into the barriers, earning him the penalty.
And Gaviria retaliated with an aggressive head push that also saw him dropped down the standings.
The decision further strengthens Peter Sagan's hold on the green jersey, but opinion was split over the call.
