Netherlands’s Rozemarijn Ammerlaan stopped the clock at 27:02.95 on the 19.8km course to secure gold, with Italy’s Camilla Alessio some 6.8 seconds in arrears to take silver.
“It really is a big surprise,” Ammerlaan said after the race. “I did not expect this.”
“I don’t have any words for this.”
However, Britain's Backstedt, 16, and a first-year junior, completed the podium a further 11 seconds back.
“I didn’t really have any expectations, this is the longest time trial I have ever done," Backstedt said.
“I haven’t been really able to train properly this tear because I’ve had glandular fever, so just to be here is amazing and to get a medal has just topped it off.
“It is just amazing.”
Backstedt British team-mate Pfeiffer Georgi took fourth spot in a 27:24.84.
