Laugher, 23, earlier took gold in the 1m springboard and he doubled up with victory in his favoured event.
He started slowly as Russia's Ilia Zakharov opened brilliantly with dives of 90.10 and 86.40.
However Laugher got himself back in contention with his third dive, an inward three and a half somersaults with tuck that gave him 91.80.
Laugher kept up the pressure on Zakharov and having overtaken the Russian he held on to secure gold with a final dive of 86.40 which gave him a total score of 525.95.
Zakharov had to produce a sensational final dive to beat Laugher and despite his best efforts he was unable to get a big enough score.
Zakharov's compatriot Evgenii Kuznetsov finished in the bronze medal position with Great Britain's Daniel Goodfellow in fourth.
Laugher will have a chance to complete a hat-trick on Friday when he competes in the men's synchronised 3m springboard final along with Chris Mears.
