Atletico Madrid winger Petrov put the home side in front his fourth goal of the qualifying campaign - a low shot from a tight angle.
The visitors had several chances to level the score, Van Persie hit the bar while Arjen Robben drilled a thunderous shot from the edge of the area which went just wide.
They finally got the equaliser in the 62nd minute when Andre Ooijer crossed from the right as Van Persie squeezed through Stanislav Angelov and Elin Topuzakov to head in.
But the Dutch needed Edwin Van der Sar to be at his best to secure the point, the Manchester United keeper brilliantly saving Valentin Iliev's firm header six minutes from time.
Meanwhile, two early goals helped Romania on their way to a 3-1 defeat of Belarus on Saturday.
Adrian Mutu scored his 21st international goal when he converted a cross from Florentin Petre after just seven minutes.
Shakhtar Donetsk striker Ciprian Marica added the second three minutes later to leave Belarus reeling.
Belarus got back into the match with Sergei Kornilenko's 20th-minute strike, but the same man failed to take two good chances to equalise early in the second half.
And Romania made him pay when defender Dorin Goian headed home 14 minute from time.
