Gareth Southgate gives the Manchester United forward a chance in the place of the injured Harry Kane, with Jamie Vardy on the bench.
The former Middlesbrough manager has made it clear that his preference is for a back three but has named three full-backs in the starting XI, with Kieran Trippier, Danny Rose and Kyle Walker all starting.
Joe Gomez, who has operated primarily as a full-back for Liverpool this season, starts in the centre of defence.
Alex Oxlade-Chamberlain and Jordan Henderson anchor the midfield with Jesse Lingard and Raheem Sterling either side of Rashford.
For the Netherlands, Memphis Depay starts behind Bas Dost, with Kevin Strootman and Georginio Wijnaldum in midfield.
