La Liga president Tebas attacks Manchester City over Lionel Messi transfer rumours

La Liga president, Javier Tebas, criticised Manchester City on Tuesday for competing "outside of the rules" financially, and suggested that the English club could sign Lionel Messi at the end of the season.
