The 22-year-old attacking midfielder was named by Bordeaux president Jean-Louis Triaud as one of three players Les Girondins were targeting this summer, along with Manchester United's Mikael Silvestre and Caen's Yoan Gouffran.
Galliani announced that while the deal to take the forward back to France was not yet sealed it was at an advanced stage.
"There's nothing official as yet but Gourcuff will return to Ligue 1, on loan to Bordeaux," he told Italian newspaper Corriere dello Sport.
The same newspaper also quoted Triaud, who suggested that the deal may become permanent.
"The loan with an option to buy is at a very advanced stage but nothing is official as yet," he added.
Gourcuff joined AC Milan from Rennes in 2006, but as yet has failed to win a permanent place in Carlo Ancelotti's side.
